PHY: Leave time for the PHY to process commands
Some PHYs do not reset properly without it. We have seen problems on CCXMX53 and CC9M2443. Fixes Vantive #41269. Signed-off-by: Alex Gonzalez <alex.gonzalez@digi.com>
