NFS: Remove the "NFS_CAP_CHANGE_ATTR" capability
[ Upstream commit cd812599796f500b042f5464b6665755eca21137 ] Setting the change attribute has been mandatory for all NFS versions, since commit 3a1556e8662c ("NFSv2/v3: Simulate the change attribute").
