cpuset: cleanup guarantee_online_{cpus|mems}()
- We never pass a NULL @cs to these functions. - The top cpuset always has some online cpus/mems. Signed-off-by: Li Zefan <lizefan@huawei.com> Signed-off-by: Tejun Heo <tj@kernel.org>
