+This capability controls which SIGP orders will be handled completely in user
+space. With this capability enabled, all fast orders will be handled completely
+in the kernel:
+- SENSE
+- SENSE RUNNING
+- EXTERNAL CALL
+- EMERGENCY SIGNAL
