When reading phy registers via Clause 45 MDIO protocol, after write
address operation, the driver use another write address operation, so
can not read the right value of any phy registers. This patch fixes it.

If the driver is built as a module, autoload won't work because the module
alias information is not filled. So user-space can't match the registered
device with the corresponding module.
Export the module alias information using the MODULE_DEVICE_TABLE() macro.
Before this patch:
$ modinfo drivers/net/ethernet/hisilicon//hns_mdio.ko | grep alias
alias: platform:Hi-HNS_MDIO
alias: acpi*:HISI0141:*
After this patch:
$ modinfo drivers/net/ethernet/hisilicon//hns_mdio.ko | grep alias

Since the registers of subctrl may be different, it is better to
mv the registers from hns mdio driver routine to device tree node.

hns-mdio needs to register itself to mii-bus. The info of the device can
be read by both DT and ACPI.
HNS tries to call Linux PHY driver to help access PHY-devices, the HNS
hardware topology is as below. The MDIO controller may control several
PHY-devices, and each PHY-device connects to a MAC device. The MDIO will
be registered to mdiobus, then PHY-devices will register when each mac
find PHY device.

And the driver can handle reset sequence by _RST method in DSDT in ACPI
case.

Hns-mdio only supports DT case now. do some cleanup to prepare
for introducing other cases later, no functional change.

As dtsi files use the normal naming conventions using '-' instead of '_'
inside of property names, the driver needs to update the phandle name
strings of the of_parse_phandle func.

Have mdio_alloc() create the array of interrupt numbers, and
initialize it to POLLING. This is what most MDIO drivers want, so
allowing code to be removed from the drivers.

the global Soc configuration is treated by syscon, and sub ctrl bus is
Soc bus. it has to be treated by syscon.
