Convert CONFIG_SYS_CONSOLE_IS_IN_ENV and CONFIG_CONSOLE_MUX to Kconfig
This converts the following to Kconfig:
CONFIG_SYS_CONSOLE_IS_IN_ENV
CONFIG_CONSOLE_MUX
