ARM: tegra: dvfs: Handle Tegra3 alternative dvfs errors
Propagate error to the caller when switching between alternative cpu dvfs tables. Change dvfs table during cpu hotplug operation only after the new edp limit is set, and abort bringing cpu core on-line in case of failure in applying new (less conservative) table. When cpu core is removed change dvfs table before setting new edp limit, and ignore error (it is safe to continue with more conservative table).
