ARM64: dts: verdin-imx8mm: Add rxc txc dll 2ns delay
This patch enables both RXC and TXC 2ns dll delay lines on the
KSZ9131 PHY. Both are neede because the i.MX8MM SoC is RGMII v1.3
compliant. This means we need the TXC delay of the PHY.
