chromeos: config: tegra11x: disable CACHE_L2X0
Turns out T114 doesn't support CACHE_L2X0, so we shouldn't be
enabling it. It causes a build break if we do currently, so
disabling it (and by extension PL310 configs).
Renormalize configs after updating.
