USB: cp210x: add ID for RUGGEDCOM USB Serial Console
commit a6f0331236fa75afba14bbcf6668d42cebb55c43 upstream.
Added the USB serial console device ID for Siemens Ruggedcom devices
which have a USB port for their serial console.
