Add overlays for various serdes protocols on LS1028A QDS board using
different PHY cards. These should be applied at boot, based on serdes
configuration. If no overlay is applied, only the RGMII interface on
the QDS is available in Linux.
Building device tree fragments requires passing the "-@" argument to
dtc, which increases the base dtb size and might cause some platforms to
fail to store the new binary. To avoid that, it would be nice to only
pass "-@" for the platforms where fragments will be used, aka
LS1028A-QDS. One approach suggested by Rob Herring is used here:
https://lore.kernel.org/patchwork/patch/821645/
Also moved the enet* override nodes in dts file to be in alphabetic order.

As the boot order in the kernel continues to change, sometimes it may
happen that the eSDHC controller mmc@2150000 (the one for eMMC) gets
probed before the one at mmc@2140000 (for external SD cards). The effect
is that the eMMC controller gets the /dev/mmcblk0 name, and the SD card
gets /dev/mmcblk1.
Since the introduction of this SoC, that has never happened in practice,
even though it was never guaranteed in theory. Setting
"root=/dev/mmcblk0p2" in /proc/cmdline has always caused the kernel to
use the second partition from the SD card as the rootfs.
The NXP development boards are typically shipped with either
- LSDK, which uses "root=UUID=", or
- OpenIL, which uses "root=/dev/mmcblkNp2"
So for OpenIL, let's preserve that old behavior by adding some aliases
which create naming consistency (for LSDK it doesn't matter):
- the SD card controller uses /dev/mmcblk0
- the eMMC controller uses /dev/mmcblk1
For the Kontron SL28 boards, Michael Walle says that they are shipped
with "root=UUID=" already, so the probing order doesn't matter, but it
is more natural to him for /dev/mmcblk0 to be the eMMC, so let's do it
the other way around there.
The aliases are parsed by mmc_alloc_host() in drivers/mmc/core/host.c.

LS1028a has one Ethernet management interface. On the QDS board, the
MDIO signals are multiplexed to either on-board AR8035 PHY device or
to 4 PCIe slots allowing for SGMII cards.
To enable the Ethernet ENETC Port 1, which can only be connected to a
RGMII PHY, the multiplexer needs to be configured to route the MDIO to
the AR8035 PHY. The MDIO/MDC routing is controlled by bits 7:4 of FPGA
board config register 0x54, and value 0 selects the on-board RGMII PHY.
The FPGA board config registers are accessible on the i2c bus, at address
0x66.
The PF3 MDIO PCIe integrated endpoint device allows for centralized access
to the MDIO bus. Add the corresponding devicetree node and set it to be
the MDIO bus parent.
