RNBC counts packets that get queued temporarily in the adapter's FIFO. These packets are not dropped and are not errors. The correct counter is rx_missed_errors (MPC). This had the effect of overriding user set values on link change/reset. Testing shows that adjusting only the timeout factor is sufficient to prevent Tx hang reports at half duplex.
