And later bug_on triggering. As soon this never happen the boundary cross loop is NOOP. In order to make things straight let's remove this loop and assert cross boundary condition. Rename the now static low-level dquot_drop helper to __dquot_drop and vfs_dq_drop to dquot_drop to have a consistent namespace.
