Replace hardcoded True value for data partition want_maximized setting
with the configurable TEZI_DATA_WANT_MAXIMIZED variable. Defaults to
True to maintain backwards compatibility.
This allows the tdx-tezi-data-partition class to control whether the
data partition should be maximized to fill available space.
